A Generic Role-playing Game

I am creating this role playing game and am hoping for some help; the system seems kind of 'clunky'. I want to keep the system multiple D6 (to keep it cheap to play) and I want to keep the stats as positive and negative with zero average; anything else is open if it will make the system run smoother. Thanx.

Is there a page somewhere for this game that tells how many points characters start with and what attributes cost?

I'm not sure what you mean. If you're talking about character creation than you get a +1, 0, -1 on your three stats (Physical, Mental, & Spiritual): if, for example, you put the -1 in Mental than you would have a Logic -1, Intuition -1, & Wisdom -1(I call these aspects because they're part of your mental capasity and to diferentiate them from the three main stats). You than get one point for each stat to add to one of the aspects. To further change the aspects, you can take one point from any aspect in a stat and give it to another aspect in that stat. To increase (or decrease) beyond that, you can pick up the edge Increased Stat, this will affect all the aspects in the stat; or Increased Aspect which will increaes the chosen aspect. I don't know if that clairified it or no.
However if you are talking about increasing stats & aspects after you start playing the character; so far thats in the GM's hands

Just Confused

I think I was just confused, because you get 3 points for picking edges and 100 points for picking skills (can any combination of skill costs ever equal 100? why not 99 skill points?) so I guess I thought that you would start with a +1 on a stat or two, so PCs could be above average.

Feedback

Well this is the reason I put this up:
Maybe I could do +2 for aspects on each stat, or do +1, 0, 0 (or even +1, +1, 0) on the stats if it would create a more playable character.
Other options I've concidered are lower cost for Improved Stat/Improved Aspect or maybe 5 points for edges.
I would like your thoughts on this.

And it should be 99 points, I put down 100 without really thinking about it. (I think that's called a brain-fart!)
