This is a good idea and a decent start to what can be a playable system. I like the CORPS anagram. I think it's clever, and your rules document is witty. (I loved the difficulty levels!) If you find yourself too busy to create or hitting a creative block, why not just rewrite what you have?
That's right, just take the existing document and write it again. The PDF has some rough spots and this would give you the chance to clean them up. Sit down with your document and noodle with it. Not the game... the document... play with the format and the way the information is organized and presented. Take off your game designer's hat and put on your editor's hat.
The cool thing about doing this is that the whole time you're fidgeting with presentation and spelling, your designer mind is back there in your subconscious working stuff out... and the next thing you know your game has some new fresh ideas!! Presto!
It works for me and keeps me motivated. I like CORPS. I'd like to see more from it. (Oh, and I don't want to be grumpy... but maybe a blog header more descriptive than "oy" would have prompted me to take a look at this sooner... sorry for the delay in that.)
