Alderneyvamp hit it right on the head - most "settings" would come with their own character sheets more suited to their specifics (eg. adding a magic stat in a fantasy setting).
I've been playing Eclipse Phase recently, so I was thinking of having physical and mental type stats separately, but I decided this would be needed so infrequently that it would be best in a momdule.
I should write this on a page somewhere :)

But like you say, the project has an unfinished feel and their core rules seem pretty unwieldy.
Hopefully with ModulaRPG (which is a name I'm not entireley fond of, any better suggestions?) we'll have more elegant rules and more easily integrated modules.
I do like some of the character background generation tables from fuzion - they'd make a good module :)
With regards to the system, it'll be a fairly standard roll-under-your-stat type affair, where skills give bonuses to the relevant stat for rolls specifically about that skill. The character sheet has a couple of sections meant to encourage roleplaying, but kick down the door type players can ignore them.
