Well first off, welcome to the Lab. It's always good to see a new member.
Well the first thing you needed to do was to ask for help (I think that is the first thing everyone here did.) I'll give you a brief rundown of the site layout.
If you want to add something click on Workspace. From here you'll get a click down list of things you can add. We'll just deal with blogs and a Pages.
Blogs are great, use them to ask questions, put forth and idea or even to place a game skeleton before you do anything serious. Blogs can quickly become hot bed topics and any problems you have can normally be resolved with a question in a blog.
Pages are used for your game designs. Making a page means you've got something new to add to your game. Whether it be a skills list, or some setting, it doesn't matter. People will reply to your pages, offering constructive critisism and support. This is where the bulk of your game development will happen.
If your having trouble coming up with an idea, I or someone else, can talk you through developing an idea.
You might also find this RPG 101 helpful. It's just a discussion about Roleplaying but it might be useful to you.
If you've got anymore queries don't worry about asking, someoone will give you an answer.

It's all about vision.
First of all I just have to clarify, as a fairly long standing member of this site, that there are no 'tools' for creating an RPG on this website. Those, I'm afraid, come from within you (cheesy but true.)
What this site offers is something far more valuable, it's members. Each of us have dreams and ideas about games, we each have a vision about what type of game we want to play or run. What we also have, to some degree, is experience of developing setting and mechanics, the two core elements to any game. We've learnt lots of tricks, know what rules suit what type of gaming atmosphere and we are willing to impart it to you and give you support through your own personal creative process.
I recommend starting of with a Book page (go to workspace then from the drop down list select Book Page.) Title this page the name or idea for a game that you want to create. All you need to do is put up some rudimentary ideas about setting, or perhaps even a cool mechanic you've decided to use. Whatever, it doesn't really matter, what it does is give you a personal place were we, the other members, can give you tips, creative criticism and support, because that's what we really are, a support network.
