I was wondering if it would make sense to add a poem or a quote of a person in the RPG I'm in the process of making. Also, are there any websites that could help me make a computer RPG? I mean besides HamsterRepublic.com.

Unfortunately, I am unaware of any good sites to assist with the design of computer RPGs. A standard Google search will probably net something useful, and OnRPG.com is a good list of free MMO projects and engines. At the very least, you might find some games that qualify as "research".
As to the quotes, it really depends on the context. A well chosen piece of text can quickly set the mood. Just to be sure its properly attributed.
There is a fine line between hobby and obsession. I seem to have lost sight of it some time ago.

Not much help here actually
I'm sorry to say that as for someplace for CRPG design help, I'm actually not too sure. Most of the sites that I know focus on the development and coding side of things.
But as for using a poem or quote, it is a great way to set the mood. It's a can be used to hook the player with a single line.
