I think making a 'generic' rpg that stands out is difficult. In fact making a generic rule set is difficult full stop ->.
Your character creation seems to be getting of to a good start. It's simple and easy and has a broad base of well defined stats that would fit well in any setting. Did you have any plans for further character traits. Also what system do you indeed to use? There are plenty to choose from if you haven't already and finding one to fit a universal system can be tricky.
Also so far you've used the site right.

I like the idea
But I also liked the idea when Fuzion did it.
I always thought that Fuzion never quite went far enough, that if formatted correctly, Fuzion could be the Build-a-Bear of RPGs. Print out this, tab, then this, tab, then this, tab, then this, done, and you've built a game just by putting the right sections in your binder.
To be perfectly honest, I didn't respond to this before because I wasn't sure if I was satisfied with how far you've gone with this. I thought to myself, "Should he have made physical attributes an optional module? If he offered me a module to make a RPG about dream characters and nightmares or ghosts and fairies that don't have physical attributes, would I do it? Do physical attributes model how those characters would function well enough? If they had a different set of attributes instead of physical, what would it be?"
Exceptions need the rules.
I think with a universal system you have to first design it to be the most commonplace. Most games will have players with physical attributes. Some wont. Perhaps in a full write up physical attributes would have a page of their own so that when the exception occurs it will say, remove x page and replace it with y but it is bettter to have most genres/settings asssuming x is x.
Obviously there will be more attributes (or it might be covered by skills/merits any similair system) with new settings.
I imagine in a game in which you play something without a body there would need to be a host of extra attributes to make up for it, or double up on the uses of nonphysical traits, imagine using guile to temporarily possess people without them noticing, example being getting the cop to pull the trigger to kill the man who took everything from you in life, as far as he's concerned it was his decision, but it was actually a very subtle and quick possession.

Alderneyvamp hit it right on the head - most "settings" would come with their own character sheets more suited to their specifics (eg. adding a magic stat in a fantasy setting).
I've been playing Eclipse Phase recently, so I was thinking of having physical and mental type stats separately, but I decided this would be needed so infrequently that it would be best in a momdule.
I should write this on a page somewhere :)

But like you say, the project has an unfinished feel and their core rules seem pretty unwieldy.
Hopefully with ModulaRPG (which is a name I'm not entireley fond of, any better suggestions?) we'll have more elegant rules and more easily integrated modules.
I do like some of the character background generation tables from fuzion - they'd make a good module :)
With regards to the system, it'll be a fairly standard roll-under-your-stat type affair, where skills give bonuses to the relevant stat for rolls specifically about that skill. The character sheet has a couple of sections meant to encourage roleplaying, but kick down the door type players can ignore them.

The name...
I'm still not sure about the name ModulaRPG. It sounds too functional and not.. shiny enough in my opinion. If anyone can think of anything a little slicker sounding, I'd really appreciate any suggestions. :)
